The National Commission on Terrorism has already been roundly
criticized for its new Report, which includes some startling and
counterintuitive features.

Thus, at a time when counterintelligence surveillance and physical
searches are at an all time high, the Commission accuses the
Justice Department of being "overly cautious" in this regard. The
Commission calls for unleashing the CIA by repealing the 1995
guidelines governing the recruitment of agents, a recommendation
which the CIA itself says is unwarranted; urges new measures to
monitor foreign students studying in the U.S.; and calls for the
military to take control of domestic response to a future terrorist
incident. It's a wild world.

The June 2000 issue of Secrecy & Government Bulletin notes that
the CIA is already fairly well unleashed-- and Congress intends to
keep it that way. An astonishing piece of legislation introduced in
the Senate will exempt the U.S. intelligence community from legal
obligations imposed by any future treaties or international
