Dual Use: Vom Pentagon nach Wassenaar

Während der Mega/trend in den InformationsTechnologien - was
zu militärischen Zwecken konstruiert ward, landet irgendwann
im Zivilbereich - seit den 60er Jahren ungebrochen
weitergeht, ist eine gegenläufige Bewegung aufgetaucht. Das
Pentagon, bis dato Hauptträger der Kosten für
Grundlagenforschung im IT-Bereich, will nunmehr von der
zivilen Fortent/wicklung
profitieren. Zum Zweck der Kostensenkung wird erhöhte
Produktion von sogenannten "dual use technologies"
eingemahnt, die sowohl militärisch als auch zivil verwendbar
sind.
Den Export dieser "dual use technologies" wiederum regelt
das Wassenaar Arrangement, auf dessen knapp bemessenes
Personal allerhand Arbeit zukommen wird.

WASHINGTON — In a bid to increase its use of commercial
technologies on the battlefield, the Pentagon will appeal to
the high-tech industry to provide dual-use
technologies ranging from networks to sensors.

The Defense Department said on Monday that it will reach out
to high-tech companies during a pair of October conferences
in Arlington, Va., and Los Angeles. The
meetings, scheduled for Oct. 22 and 29, respectively, will
describe Defense Department acquisition programs in eight
categories: information systems and
technology; distributed training systems; affordable
sensors; medical technologies; environmental monitoring;
fuel efficiency and advanced propulsion; aircraft
upgrades; and advanced structural systems for high-speed
ships.

"Many of the technologies being actively pursued by industry
to meet the demands of the commercial marketplace will also
provide a military advantage on the
battlefield," said Dan Petonito, program manager of the
Defense Department's Dual Use Science & Technology Program.
"The department must increase its reliance
on technologies developed commercially. In many cases we
simply do not have a choice."

Two earlier efforts resulted in the Pentagon's spending more
than $500 million for dual-use technology development.
Petonito said he expects a big increase in
Defense Department spending for dual-use technologies since
Congress has directed the military to devote 15 percent of
its applied research budget to dual-use
technologies by 2001.

To attract commercial suppliers, the Pentagon has offered
incentives like sharing half of technology development
costs, greater access to technology and streamlined
acquisition regulations.
