EC Funds Plan To Clean Smut From Internet 05/20/98
BRUSSELS, BELGIUM, 1998 MAY 20 (NB) -- By Sylvia Dennis, Newsbytes.
European Commission (EC) ministers yesterday announced plans to fund a
rolling, four-year campaign to reduce the amount of smut on the
Internet.

The plans still require the formal approval of the EC Parliament, but
Newsbytes understands this is almost certain to be given. Pending this
approval, the EC has earmarked 25 million ECUs (European Currency
Units) ($27.5 million) for the first two years of the project, after
which budgets will be reassessed,

The action plan will be twin pronged, Newsbytes notes, with one side


actively promoting the safe use of the Internet, giving parents
guidelines of allowing their kids to only use certain sections of the
Net, and encouraging self-regulation by the European industry, backed
up by the second prong, content regulation authorities.

These content regulation authorities, Newsbytes understands, will
liaise with the police and other European authorities, to ensure that
any transgressions of the guidelines are dealt with appropriately,
although, initially, it is hoped the industry will regulate itself.

The plan also calls for the creation of Internet approval systems,
allowing Web site editors to give their pages a specific approval
rating, in a manner similar to the film industry with its approvals
mechanism.

Backing up the whole system will be the creation of a series of
European hotlines and Web sites for Net users to report those pages
they consider to be illegal.
