BG: Präsident killt Mediengesetz

-.-. --.- -.-. --.- -.-. --.- -.-. --.- -.-. --.- -.-. --.-

relays.

>> Sat Oct 03 15:00:52 1998 In a victory for independent media in Bulgaria, President Stoyanov
>> vetoed the restrictive Radio and Television Law passed by Parliament
>> last week. This is the first time he has used his veto power.
>>
>> The Law would have established a structure under which the majority
>> party in the National Assembly could control the licensing of private
>> broadcasting in Bulgaria on the basis of content. This degree of
>> political control over would have inhibited the development of a free
>> and independent broadcast media.
>>
>> With direct assistance from IREX/ProMedia, the Group for European
>> Media Legislation in Bulgaria has been lobbying Parliament on the
>> behalf of independent media. Since the Group's creation in February,
>> ProMedia/Bulgaria and ProMedia Consultants from the law firm of
>> Covington & Burling have provided technical assistance and legal
>> consulting to improve the Group's lobbying capacity and its
>> understanding of European Union standards and international media
>> legislation. President Stoyanov invited the Group for European Media
>> Legislation in Bulgaria for consultations and proposals for changes in
>> the law. ProMedia/Bulgaria will continue to work with the Group and
>> other organizations to push for improvements in the law.
>>
>> Key ProMedia Media Law Initiatives:
>>
>> * In July 1998, at the request of ProMedia and the Group for European
>> Media Legislation in Bulgaria, the Washington law firm Covington &
>> Burling, on a pro bono basis, prepared a legal analysis outlining the
>> major flaws in the government draft Telecommunications Law and the
>> draft Radio and Television Law. The analysis was presented to
>> President Stoyanov, the prime minister, and the chairman of the
>> parliament. As a result, the Bulgarian government gave up its idea of
>> establishing a concessions system for radio and television
>> broadcasting.
>>
>> * In April 1998, ProMedia supported the National Conference for
>> European Media Legislation in Bulgaria. Representatives of the
>> independent electronic media, journalist associations, and
>> media-related nongovernmental organizations (NGOs) were able to
>> discuss the draft Telecommunications Law and draft Radio and
>> Television Law with leading representatives of the Bulgarian
>> government. The participants at the conference adopted a declaration
>> stating the main principles that the new legislation should include
>> and created a mechanism for consultations between the government
>> institutions and independent media associations.
